A v with accent is very uncommon. The letter v almost never carries a diacritic in ordinary writing, but two transliteration forms exist, and you can copy them here: ṽ (v-tilde) and ṿ (v-dot below). That is essentially the whole accented v family.

No mainstream keyboard includes a marked v, because both forms are specialised transliteration characters.
Indic transliteration
The tilde ṽ and dot-below ṿ appear when romanising some Indian and Dravidian languages, where they mark sounds English has no letter for.

The symbol ʋ (a different character) is used in the IPA for a specific consonant. It is not the same as the tilde or dotted v shown here, but you may run into it.
