How to type R with accent on every device
The r with accent you want is usually the Czech ř. Here is the quickest way to enter it on each device, and the same steps cover ŕ, ŗ and the rest.
Windows, ALT code
Num Lock on. Hold Alt, type the number, release. Alt 0345 gives ř; capital Ř is Alt 0344. The full r with accent alt code list is in the table below.
Windows, Word (Alt+X)
Type the hex and press Alt + X: 0159 then Alt + X gives ř. The caron shortcut Ctrl + Shift + , then r also works in many builds.

Typing R with accent on different language keyboards
The marked R forms belong to Czech, Slovak and Latvian, and their keyboards carry them as full letters.
Czech keyboard
The Czech layout has ř on the number row (it shares the “5” key). It stands for a unique rolled-and-buzzed sound that even learners find hard, famous from Dvořák and řeka (river). It is the twenty-eighth letter of the Czech alphabet.
Slovak keyboard
Slovak uses ŕ (r-acute) for a long syllabic R, as in vŕba (willow). A Slovak layout provides it directly.
Latvian keyboard

ř, r with caron (the Czech sound)
This is the star of the page. ř is a Czech letter that stands for a sound found in almost no other language, a rolled R buzzed at the same time. It is famous from the composer Dvořák and everyday words like řeka (river) and tři (three). Learners often spend months on it. It is the twenty-eighth letter of the Czech alphabet, not a decorated R.
ŕ, r with acute
ŕ is Slovak, marking a long syllabic R, as in vŕba (willow) and kŕdeľ (flock).
ŗ, r with cedilla
ŗ is an older Latvian letter, a palatalised R. Modern Latvian spelling has mostly dropped it, but it still shows up in names and historical texts.
